Statement of Reasons

Follaton House car park is private and is for the benefit of the Council, its tenants and visitors to the site.  The public are able to use the eastern end outside the barrier to enjoy the arboretum open space.  To ensure a small number of persistent vans and other inappropriate vehicles parking for the long term and reducing the car parking capacity and the ability to enjoy the arboretum, it is proposed to introduce a maximum stay of three hours with no return within two hours.

It also proposed to introduce a maximum stay of three hours with no return within two hours to the electric charging points at Follaton House which are regularly used and currently have no time restriction.  By introducing a maximum stay this makes it fair and consistent for all users.

To ensure the effective management of the Off Street Parking Order in relation to the transfer of pay & display tickets within our fee paying car parks it is proposed to amend article 28.
